On 8 October 2020 Petra Minerals Pty Ltd applied to Earth Resources Victoria for a retention licence to replace Exploration Licence 5301 which was due to expire.  This application was advertised in the Ballarat Courier on 20 January 2024 and in The Age on 24 January 2024.  A copy of this notice is shown below.

Proposed Work Program: Years 1 and 2 – Drilling and bulk sampling of the Madame Hopkins Lead, research and development of a borehole mining method, prefeasibility studies, hydrological and geotechnical studies.   Years 3 to 10 – Drilling and bulk sampling of the Madame Hopkins Lead, feasibility studies, Environmental Effects Evaluation, Resource Development, Permit Acquisition.

 

Consultation process: Prior to entry upon any private land Petra must consult with and obtain written agreement with the individual landowner. During the first two years of the licence Petra will carry out individual and public consultation to advise and receive comment from the community.  This will be achieved through on-site demonstration of the bulk sampling and borehole mining process as well as public meetings to present the project and all developments. Consultation with individual landowners, the community and land-care groups will be maintained throughout the progression of the exploration.

Subject to other statutory requirements being satisfied, a retention licence, if granted, entitles the holder of the licence to retain rights to a mineral resource, to explore and carry out other work to establish the economic viability of mining, but does not entitle the holder to undertake mining.

 Objections: Any person may object or comment to a licence being granted (Section 24 and 24A, Mineral Resources (Sustainable Development) Act 1990). A person who objects must

a)     Put the objection or comments in writing; and

b)     Include the grounds on which it is made.

c)     All objections or comments must be lodged within 21 days of the latest date on which the application was advertised and can be lodged online or posted to:
